    Resolution: Not A Problem

I have tested Axis2/C for WS-Addressing test suite at http://www.w3.org/2002/ws/addr/testsuite/testcases/

If there are any problems, please point the case from this suite that fails, so that we can fix it. 

AFAICT, your scenario should work, in sync with the test cases. So there has to be something wrong with the setup, if you have it failing, as we pass all the test cases.
