It is now currently being voted on.

To keep track with how proposals are progressing you can subscribe to the general@incubator.apache.org list. I believe that you can also vote from here.

There have also been some updates to the FAQ (http://wiki.apache.org/jakarta-lucene/Lucene.Net%20FAQ),  where we are trying to consolidate some of the useful information that flies around the mailing lists.
