TestID:SmoketestOuttakes.java testCase4
Moved just validation of failing test to SmoketestOuttakes so this test can run 
in daily smoketest; added keyword; Pri to Low since this only happens in edge 
condition when user supplies ErrorListener that ignores fatalError.
