Just about ready for Apache Roller 4.0 RC1 and 3.1.1 RC2

I've cleared of of the issues that I would like to fix for 3.1.1 and 4.0.

I still have some 4.0 user guide updates to do, but that won't take
too long. I'm planning on creating the two release candidates listed
in the subject line tomorrow.
