[RESULT][VOTE][RIP-38] RocketMQ EventBridge

Hello RocketMQ Community,

This is the vote result for the kickoff of RIP-38 《RocketMQ EventBridge》,
and it has
been passed with [4] binding +1s, [1] non-binding:
