   Adding WIP label: As far as I'm aware, this is complete, but I haven't thoroughly tested.
   
   Delivery Services endpoints:
   * create and delete parameters
   * create SSL keys in Riak
   * update SSL keys in Riak
   * create DNSSEC keys in Riak
   
   If anyone tests and verifies everything works, feel free to merge. Otherwise, I'll test when I can, probably next week, and remove the WIP label then.
