Looks like OCF returns instance of ProxyOozieClient. 
+    public static synchronized ProxyOozieClient get(Cluster cluster)

>From the patch it looks like ProxyOozieClient doesn't provide any behaviors that the rest of the application is depending on. I feel it might be better to lock the capability down to what OozieClient exposes.

For instance with this, it would not be possible to return ProxyOozieClient when we instantiate LocalOozie.
