How would this differ from {{CREATE OR REPLACE VIEW}}? I presume there is a DB that has this syntax, and you are trying to emulate it. If so, which DB?

The philosophical difference between an ALTER statement and a CREATE OR REPLACE statement is that ALTER specifies deltas - eg. alter table add one column - where as a CREATE OR REPLACE statement repeats the entire definition. For views, CREATE OR REPLACE seems more appropriate.
