l10n in 1.1: positional parameters in translations and other stuff

Back from vacation, I found some discussion about l10n in 1.1.

There were at least two points:

1) Positional parameters
   These are not supported by (current) APR versions and the MS Windows 
   built in fprint functions.
2) High frequency testing of the po files
   There was talk of testing the 1.1.x branch po files with a high (daily) 
   interval.


For point (1), I'd like to document that it can't be used until the right
APR version becomes available. Documenting around it like that is not a nice
solution especially since it has large consequences for the translated
messages. I think it will work for now however, since our current
translations don't use them either.

Regarding point (2): Should I set it up? What frequency?
