- added USER directive in dockerfiles for admin, usersync, tagsync
- setup scripts for usersync, tagsync perform some actions (like create symlinks) that require root privileges. These tasks are now performed in dockerfile, so that setup scripts will skip these steps
- updated setup scripts to not bail out in case of errors in updating permissions/ownership (which happen when these scripts are run as user=ranger); instead proceed to rest of setup after printing appropriate warning
