   The patch fixes the bugs reported in FLINK-10445 by making sure all the KafkaProducers are closed when FlinkKafkaProducer is closed. The same fix was applied to universal FlinkKafkaProducer and FlinkKafkaProducer011.
   
   ## What is the purpose of the change
   This is a back-porting PR to 1.7 branch. The patch has been reviewed in #8653 .
   
   ## Brief change log
   - Make sure all the KafkaProducers are closed when FlinkKafkaProducer is closed.
   - Turn off the log4j level of UT and IT by default.
   
   ## Verifying this change
   
   A new verification step which makes sure there is no producer leak has been added to all the tests in the FlinkKafkaProducer and FlinkKafkaProducer011 integration test.
