[Bug 70209] New: webpage shows 1.6.3 when title correctly shows 1.6.5

On the apr.apache.org webpage the section titled 'Apache Portable Runtime
Utility 1.6.5 Released' contains '1.6.3' when it should be 1.6.5
Maybe reword this text to not contain the version number as it is already in
the title.
Perhaps instead of 'are proud to announce the General Availability of version
...' it could be 'are proud to announce the General Availability of the latest
version'
If removing version number make same change to the apr section as well.

thanks, bumped up to 1.6.5 and removed a stray "APR" that was causing the
release script to miss it.
