[dbcp] Working toward 1.3 release

We have fixed a lot of bugs, added some valuable enhancements and
enabled 1.5+ build since 1.2.2, so I would like to get a DBCP
release out in the next couple of weeks.  I will volunteer to RM.

Here are the open issues marked for 1.3 and some comments on resolution:

DBCP-266 - need to determine whether or not this is a bug
DBCP-294 - patch looks OK, I will revise as nec. and apply
DBCP-276 - simple enhancement - I will do this
DBCP-160 - patch needs work, help welcome ;)
DBCP-203 - reasonable request, requires work. OK to push out IMO
DBCP-289 - reasonable request, requires work. OK to push out IMO
DBCP-204 - patch looks OK, but needs tests

Having spent some time getting my head around the relevant DBCP classes
the approach looks reasonable (make ConnectionImpl extend
DelegatingConnection) but I agree the patch needs work. I'm looking at
this now.
