Resolution: Fixed
This is fixed with commit id f1259d50bdd6120174717f4cce6a45dc12b6645b. Verified that it doesn't reproduce on master.

> I see message "Found the following agents behind on ping" every min for the Xen host on my setup. The host is up and running; there is no network outage. Follow up HealthCheck always confirms that the agent is alive. Might be some bug in ping task.
