All stubs added - server will now return an operations error for every kind of request recieved with the error message set to the stack trace of a NotImplementedException for the request's handler.

Description:
Right now its pretty hard for folks to get involved and start making
changes to the server code.  First of all the code is all over the
place and there is really no way to test it without knowing alot. The
new docs that exist and will be added help but they're not as good
as firing up a server.

The goal is to have users be able to run the server and be able to
see the effects of their changes or additions.  To do so we may need
to stub out some fuctionality.  This is part of our strategy to lower
the entry bar for new comers to Eve.
