[GH] (grails-core/refactor/java-to-groovy-grails-taglib): Workflow run "Coverage" is working again!

build: configure the taglib jar duplicates exclusion lazily and say why

tasks.withType(Jar) realizes every Jar task of the project eagerly; configureEach does not.
The comment is the one grails-web-core and grails-codecs carry for the same exclusion
(the GORM AST transform copies META-INF/grails.factories next to the processResources copy,
issue #10118).
