I think this behaviour won't be changed. It isn't a DEFECT; it works as
designed.

OpenOffice uses the same (default) colour table in all its modules.
This table isn't only shown by the colour pickers in the toolbars, it is also
used as drop down list in the property tabs.

So there is a need for a complete description how changing or adding colours
using a colour picker should work.

Feel free to provide a mock-up that describes how your wish should be
implemented so it will work in all modules and all places where a colour can
selected.
