There is an ''Add Attachment'' button on the milestone page, but the
attachments are not displayed or linked to anywhere on the page. To view
the attachments, it is necessary to directly enter the relative path
`/attachment/milestone/<milestone-name>`.

It looked like the lack of an attachment section on the milestone view page
was just an oversight, but if there is more to it than that, please let me
know.

This failure would be caught instantly if we (or Trac) had a //milestone
attachments// functional test in place, therefore I've proposed to push
one upstream in trac:#11118.
