[I] Ubuntu 26.04 support [cloudstack]

### problem
Today, Ubuntu 26.04, launches the first mantainance point release point 26.04.1 to use in production enviroments. I suggest to make cloudstack compatible with this Ubuntu version, since the last LTS 4.22.

Cloudstack 4.22.1 or superior

ubuntu 26.04 will be supported in the upcoming 4.23.0 release, as well as 4.22.2
if you use 4.22.1, it can be supported by some manual changes, please refer to #13476
