The assumption that operators need (significantly) more time during recovery seems problematic. This may be a problem with the operator. Blocking the operator in setup for a long time causes the entire pipeline it is part of to block.  Please provide examples. 

Such operator behavior does not only affect recovery after failures, but also redeploy after dynamic plan changes.
