As far as I can tell, trafficserver never writes to ${libexecdir}. Therefore it is not necessary to change it's owner and group.

As far as I can tell, trafficserver never writes to ${localstatedir} directly but only to it's subdirectories (log, run, cache). Therefore it is not necessary to change it's owner and group.
