XML 1.0 says that only the following are valid XML characters 

Character Range
[2]    Char    ::=    #x9 | #xA | #xD | [#x20-#xD7FF] | [#xE000-#xFFFD] | 
[#x10000-#x10FFFF] 

so #x0001 is not allowed in XML document.
