How to propose documentation changes?

What is the appropriate mechnaism for
suggesting or contributing changes to the
documentation?

Many of the discussions that occur on this list
have valuable information that might also benefit
those who actually RTFM but without the cost of
asking the same experts, all the time, the same
(#$%^...) questions.

The same mechanism you'd use to propose code changes,
<http://jakarta.apache.org/site/getinvolved.html> and in particular
<http://jakarta.apache.org/site/bugs.html>.
