[I] [Java] Updating the `int` usage into `long` with reference to memory-core upgrade [arrow]

   ### Describe the enhancement requested
   
   We have recently upgraded the `memory-core` to use `long` in place of `int` as recorded https://github.com/apache/arrow/pull/43903.  And this change must be reflected in the Vector module where necessary.
