   ### Body
   
   Currently, available datasets are shown in the settings view and only admins can see all available datasets.
   We should introduce a new top-level view in the UI called `Datasets` which show users all datasets they can currently view and allows them to download and truncate datasets their are allowed to manage. Admins should be able to configure export providers.
   This also includes introducing proper permission management for datasets.
