[PR] perf(arrow-select): shift offset runs when filtering byte arrays by slices [arrow-rs]

mzabaluev opened a new pull request, #11880:

   When filtering a byte array with a slices strategy, compute the new offsets of each selected slice by shifting the source offsets by a constant instead of accumulating the value lengths one at a time. This vectorizes, and speeds up filtering of strings at high selectivity.
