Put the strace output on a website and send us the URL.

SELinux FAQs linked from the bottom of this page:
http://httpd.apache.org/docs/2.2/faq/error.html#error.permissiondenied
SELinux is turned on by default in fedora.

strace httpd -X gives quite a long output and i dont know what to do with it
n yea i sent it on fedora list also, ok i'll keep it in mind next time
SELinux isnt enabled on the system, but if u tell me the way i could
re-check it and turn it off

Check the error log again. (You should be doing this constantly.)

If that doesn't help, you'll need to do something like "strace httpd
-X" to see what exact syscall is failing.

Oh, wait a second. I didn't notice you also sent this to a fedora
list. (That is impolite, by the way. Try one list at a time. Don't
scatter-shot to every available forum.) This implies that the problem
is likely SELinux. Try turning off SELinux and see if the problem
goes away.

its now out of <IfModule>
DAVLockDB /etc/httpd/dav/lockdb

and i have deleted lockdb, changed dav permissions to
drwxr-xr-x 2 apache apache 4096 Nov 29 04:27 dav

restarted httpd
but even neither apache is creating a lockdb nor the problem resolved

Gettind rid of <IfModule> is a good idea. It only hides errors, since
you need DavLockDB.

No, the server should create it itself. You've likely created a file
that has permissions that don't allow apache to write to it. Delete
it.

i tried following mode on /etc/httpd/dav dir which contains lockdb
chmod -R 755 dav/
chmod -R 775 dav/
chmod -R 770 dav/
chmod -R 777 dav/

here is lockdb directive in my httpd.conf
<IfModule mod_dav_fs.c>
    # Location of the WebDAV lock database.
   DAVLockDB /etc/httpd/dav/lockdb
</IfModule>

i also tried it by getting out of ifmodule directive, but it doesnt work

one more thing, may be i m wrong on it, i created a file myself by "touch
lockdb" in dir /etc/httpd/dav
is it a right way

Regards
Azeem
is it right way

Take a look at the DavLockDB directive. Yours appears to be set
incorrectly (probably to a directory without write permissions for the
server).
