1.1 Release Update

Good news,

TranQL has been restored at Codehaus and the CVS repo is accessible.  Gianny and I will be sorting 
through those issues this weekend so hopefully we're about ready to version the remaining SNAPSHOTs 
and get 1.1 closed out.

I will be off tomorrow but working on and off over the weekend so drop me a note and I'll get back 
to you when I can.

Thanks for everyone's hard work on 1.1.  We're almost there.  Only 126 JIRAs to go :)  Ok, a small 
number of JIRAs and some bug fixes.  Then its onto 1.2 and incremental quick fixes in 1.1.x releases.
