   ### Which version of ShardingSphere did you use?

   ### Which project did you use? ShardingSphere-JDBC or ShardingSphere-Proxy?
   Proxy
   
   ### Expected behavior
   Setting `system_log_level` props with lowercase characters succeeds
   
   ### Actual behavior

   ### Steps to reproduce the behavior, such as: SQL to execute, sharding rule configuration, when exception occur etc.
   Connect Proxy and excute set dist variable system_log_level = 'debug';
