        Summary: Not throw PolicyException when client proxy is created with AddressingFeature(required=false)   (was: Do not throw PolicyException when client proxy is created with AddressingFeature(required=false) )
    Description: When there is WS-Addressing policy assertion in the WSDL and  the client proxy is created with AddressingFeature(required=false) , the interceptors should ignore the WS-Addressing policy verification .   (was: When there is WS-Addressing policy assertion in the WSDL, but the wsdl uses  AddressingFeature(required=false) to create port . The client side needs to ignore the WS-Addressing policy verification . )
