The commented-out part tests creating a user that already exists.  It can't do this (anymore?) because you're prompted for the password for the new user before you're informed that the user exists.  In the create user shell command, we could list the users and see if the user being created already exists before prompting for the password.  Is the permission for listing users the same as for creating users?
