Following on from IMPALA-1760, we should improve usability by improving on the shutdown grace period timing. Possible solutions:

- Automatically set grace period based on things like latency of statestore updates, scheduling, admission, oordinator startup, etc.
 - Improve shutdown detection mechanism and prevent query failure by re-scheduling queries waiting to be executed
