[ANNOUNCE] Release Apache Dubbo (Incubating) 2.6.4 [RC1]

Hi, All,

I am pleased to announce that the Incubator PMC has approved the vote of
Apache Dubbo (Incubating) 2.6.4 [RC1].

The vote has passed with,

* 4 +1 (binding) votes:

Justin Mclean
Mark Thomas
Jean-Baptiste Onofré

* 1 +1 (non-binding) votes:
Huxing Zhang
