The problem was that the setup script was overwriting the python3 file with the root README.txt for some reason. The file was identical before AVRO-1730 but now the python version has extra information. This uses the README from the py3 source directory and stops overwriting it. I've confirmed that the correct README is included with the distribution tarball.
