I think the code is working. The reason that labelSize = 0 is because that the sequence file job reads the empty directory, i.e. incorrectly reading the input directory in cygwin running mahout in local mode. I add here snippet to fix this,

    # cygwin path translation
    if $cygwin; then
       WORK_DIR=`cygpath -wp $WORK_DIR`
    fi
