[jira] [Created] (TWILL-143) Throw different kind of exception of TwillController restart instances

Henry Saputra created TWILL-143:
-----------------------------------

Summary: Throw different kind of exception of TwillController restart instances
                 Key: TWILL-143
                 URL: https://issues.apache.org/jira/browse/TWILL-143
             Project: Apache Twill
          Issue Type: Improvement
            Reporter: Henry Saputra
            Priority: Minor

The new restart instance in TwillController can throw IllegalStateException when the resource report could not be retrieved because application is not ready.

Maybe better to throw more specific exception to indicate it.
