Silent Installation Errors Out in 5.0.16

Attempting to run the Apache Tomcat 5.0.16 Installation executable in silent 
mode (using the "/S" argument) immediately results in a dialog stating "No 
Java Virtual Machine found." 

On the same system, I can run the Apache Tomcat 4.1.18 Installation executable 
with the "/S" argument - and it will correctly detect the JVM and silently 
install AT.  

Also, the JVM is correctly detected when I do a manual install even with 
5.0.16. 

Something must have changed between these two revisions to cause the Silent 
Installation to fail in 5.0.16.
