don't use === or --- in cvs commits

Looks like cvsweb.cgi doesn't take kindly to a row of ==== or ---- in
commit logs; it interprets it as a beginning of a patch.  I think the same
would hold true of the 'patch' program too, so it's best to not use those
(specifically, /^=*/ and /^-*/, in perl regexp notation.)  I've had to do
some surgery on the CVS files so that cvsweb.cgi could see the whole
history again.

It's also best to keep commit messages as concise as possible.
