[VOTE] Release Neethi2-1.0-rc1

Dear All,

Neethi2 codebase is now in good shape and incorporates almost all the
features
which are essential to use it in good effect.

To aid the development efforts in Axis2, Sandesha2 and Rampart I
propose that
 we do a release, say Neethi2-1.0-rc1 subjected to the following changes.

a) Providing a mechanism to pass references to external policies
(which is a little
much of work, not that much .. ;) )

b) Adding some more test cases.

c) Adding some documentations.

The propose date for the release is 16th of September.

Here is my +1 for it.
