Environment: This is a fresh new installation of Nebeans 11 x64.
on Windows Microsoft Windows [Version 10.0.16299.1029] x64.

No proxy environment: Use System Proxy Settings

NetBeans Distribution URL: https://netbeans.apache.org/nb/updates/11.0/updates.xml.gz does not work. In Plugins -> Updates -> Check for Updates I get the following Warning message:
*"Unable to connect to the NetBeans Distribution because of [https://netbeans.org/projects/legacy/nb/updates/11.0/updates.xml.gz?unique=05c0c2c08-5b87-4a0f-bf18-aa3a2a445688_94c524cf-30e2-4081-901a-c407a0ee498f]*
*Check your proxy settings or try again later. The server may be unavailable at the moment. You may also want to make sure that your firewall is not blocking network traffic."*
But my proxy setting is correct. For example the Plugin Portal is working: [http://plugins.netbeans.org/nbpluginportal/updates/11.0/catalog.xml.gz].
