   ## Summary
   - Add missing docstrings for canonical public QDP Python APIs
   - Cover QDP engine encoding, DLPack/Torch tensor interop, benchmark builder methods, and Triton AMD availability/encoding methods
   - Keep changes documentation-only; no behavior changes
   
   ## Validation
   - `python3 -m py_compile qdp/qdp-python/qumat_qdp/backend.py qdp/qdp-python/qumat_qdp/tensor.py qdp/qdp-python/qumat_qdp/api.py qdp/qdp-python/qumat_qdp/triton_amd.py`
   - `git diff --check`
   - `env -u VIRTUAL_ENV make pre-commit`
   - Reviewer agent: approved; AST comparison with docstrings stripped found no executable code changes
