user browser in admin area:

1.) pre-condition: more than one page of users
2.) display first page of users
3.) edit one user
4.) go back with the browser button
5.) go to page 2 via the page navigation (top right)

result: the create user dialog is displayed instead the page 2 of the user list

reason: the pane is not set in the link and still points to the edit user pane

patch will be attached.
