In HDDS-2592, Anu suggested that all decommission and maintenance commands should enforce passing a time (rather than it being optional) and that we should explicitly pass a constant called "INFINITY" where no time is set. At the moment, zero is used through the code as this infinity value, but it may make the code more clear if we used the infinity constance instead.

This Jira is to log that suggestion and we can consider making that change in the future.
