Cocoon 1 integration of log.jar

Due to packaging requirements with the AvalonAPI.jar, we
merged log.jar and avalonapi.jar to make it easier for
projects using the framework.  We still kept a target
to build the log.jar for projects who want the
functionality without the integration (i.e. projects like
Cocoon version 1).

I can supply the log.jar file if someone else wants to
incorporate it.  My CVS is set up for C2, which is where
I want to spend my energies--and I don't have the resources
to support too many versions of code.
