Command line tool problem

Hello all,
I've downloaded the cvs source, built with no apparent problem (on win98), checked class path and managed to start server from startup.bat, all according to install notes. But when I tried to create a test collection as in the notes: 

D:\programs\xml-xindice\bin>xindiceadmin ac -c /db addressbook
xindiceadmin ac -c /db addressbook

I got this error:

java.lang.NoClassDefFoundError: Tomcat
Exception in thread "main" D:\programs\xml-xindice\bin>

Anyone had a similar problem?
