It turns out some log message containing
warning about failure to copy were at a MSG_ERR
level and some at an INFO level.
Fixing this by setting them all to MSG_ERR.

The deadline is approaching!
Hopefully, I have not done anything too stupid.
Most of the changes are very minor.
The major change is the <env> key change.
(Bugzilla 28874), since using windows I have
hit the <env key="Path" ? "PATH" ? "path"> problem
a few times.
