How to submit translation of user guide ?

I'd like to submit translation of user guide to polish. I've got
userguide.xml from xdocs repository. What shall I do next to put
userguide_pl.xml after translation ?

Is this list good place to ask such a question ?

Perfect.

Once you have userguide_pl.xml, just submit here to the list indicating you
are contributing it to the project.  We'll take it from there.
