Issue 54317

Hello,
Regarding

https://issues.apache.org/bugzilla/show_bug.cgi?id=54317
Should we fix it or document it ?
If we fix it, can't we break existing plans ?

I mixed up issues, yes it's fixed as duplicate of

It's already fixed; I think you meant

https://issues.apache.org/bugzilla/show_bug.cgi?id=54467

That's obviously a worry.
It's also likely to be tricky to fix.

So I think just document that the Controllers may evaluate their
conditions multiple times.
