This seems to have broken the build, since the scratchpad now requires
the blocks to be built (specifically the xmlform block).

Could this stuff be moved into a jxforms block (marked unstable)?  The
alternative is to make the scratchpad compile depend on blocks, which
would increase turnaround times for scratchpad developers.
