Base64Binay and HexBinay encoding / decoding

Hi all,

Axis C++ needs to implement encoding / decoding routines for use Base64Binay
and HexBinay types correctly. We appreciate any contribution to write these
routines efficiently. Also if anyone wishes to contribute existing code
thats good too.
